A U.S. citizen may file a petition to establish an adoptive
or prospective adoptive relationship with a foreign-born
orphan.
Under immigration law, "orphan" means an alien
child who is under sixteen years of age at the time the
visa petition in his or her behalf is filed, and who is an
orphan because:
1. Both parents have become separated from the child;
